From ทรง (song, “to bear; to have; to maintain; etc”) +‎ พระกรุณา (“(of a royal person) grace, kindness”, literally “divine grace, divine kindness”); literally "to have divine grace", "to have divine kindness", etc.

     (literally) Now, therefore, [His Majesty], bearing divine kindness and having mercy on [all] heads, allows a divine royal enactment to be made up, by and with the advice and consent of the National Legislative Assembly, as follows:
