From ผู้ (pûu, agent noun prefix) + ปกครอง (bpòk-krɔɔng, to administer, to control, to direct, to rule; to guard, to protect).

The second sense was probably first used on 11 November 1923, when the first book of the Civil and Commercial Code of Thailand was promulgated.
