Appears to be a coinage in Japan as a replacement for the Chinese-derived term 監獄 (kangoku, “prison, jail”).[1] Compound of 刑 (kei, “penance, penalty”) + 務 (mu, “work; something that must be done”) + 所 (sho, “place”).
