Unclear. Possibly reinterpreted as having the abessive ending from a Mongolic archetype (compare Mongolian хомс (homs, “insufficient, scanty”)).
See also ҡомағай (qomağay), which is clearly of Mongolic origin and appears to have the same primary root syllable (qom-).
