RICHARD STEPHENS TOMKINS, Esq.

Was made a lieutenant in Jan. 1824; and served as first of the Philomel sloop, Captain Viscount Ingestrie, at the battle of Navarin. His commission as commander bears date 22d Oct. 1827.
