Mr. J. F. Moreno, a British subject, may be admitted to examination for appointment in the classified service. The requirement of United States citizenship is waived in view of the fact that for twelve years he was a clerk in the Diplomatic and Consular services and is now temporarily employed as a stenographer under the War Department and intends to apply for naturalization.
