Clarification on the UTXO expense

I want to clarify my doubt on the UTXO expense, I have one transaction, an example this and the use case for creating this transaction is

bc1qz6qtgzkjnvzrf02tl8sczg7q8r0kkws0d5ly5s -> Send 0.00712451 BTC to -> 33mMAc6nGyENdKMQTr5SrKoEkwNTeZQUx9

But the transaction contains UTXO, so

one UTXO for 33mMAc6nGyENdKMQTr5SrKoEkwNTeZQUx9 to 0.00700767 BTC One UTXO for bc1qlctv5xhgw0yalp2vs47u342pegqm5r843c64dv to 0.00011212 BTC

Now I want to understand who is bc1qlctv5xhgw0yalp2vs47u342pegqm5r843c64dv?

  • Is the miner? so it is the fee?
  • Is the fork of the input transaction? an example if I want sent 2 BTC from one of the UTXO of 4BTC, for create a new UTXO I must create 2 output transactions for dividing the UTXO of 4BTC.
