You may want to edit your question to specify whether you mean (i) a console wallet with its own command-line-style interactive interface, or (ii) a way of issuing wallet commands directly from your operating system's prompt. monero-wallet-cli is usually used as (i), but it also has command-line options for using it as (ii). The latter is vaguely similar to using Electrum (bitcoin) in non-graphical mode, but I think you're asking about the former. – None – 2019-05-23T20:56:28.357
