I am reading the paper Distributed Blockchain-Based Data Protection Framework for Modern Power Systems against Cyber Attacks. I am unclear if the data transmitted by the smart meters to the blockchain platform is just the state estimations, voltage level, etc or is it their own energy consumption of their buildings,homes,etc. If each smart meter is sending its own power consumption, then how are other nodes reaching to consensus if only that smart meter has the energy consumption readings?
