When you are sending the transaction, are you trying to point to an UTXO that has 5,897 satoshi as the output? It is possibly the case that you are dust collecting your small BTC with values less than 98,140 satoshis to make the 1mBTC transaction. – Ugam Kamat – 2019-03-10T15:22:38.173
