I am looking for a tool with which to place a purchase order which is higher than the current price.
As an an example.
Wallet Exchange: $ 100 Course NEO: 50 dollars
Order: Buy at $ 54
Does anyone have an idea how to do something like this?

Many decentralized exchanges like etherdelta allow you to buy Ether assets at higher prices. If you're looking for Neo specifically, I believe bittrex.com allows you to buy and sell above/below the current price.
