Cgminer is the only mining software I’ve found written for ASIC and FPGA, it looks like tons of currencies have been added since it’s inception, could Pasc be added? Does anyone know if this being worked on?
Can cgminer be modified to mine pascalcoin?

Yes, it can be added, but only if someone does the work for it and that is probably not going to happen. The author(s) of cgminer don't really care about altcoins.
