I maintain a list of people who have had commit access to Bitcoin Core on Bitcointalk and on Reddit (it's the same list just in two different places). Both lists are kept up to date and include everyone who has ever had commit access, the date range for which they had access, and why they were given commit access.

The (as of June 25th, 2019) current list of people with commit access are:

  • Pieter Wuille (sipa)
  • Wladimir J. van der Laan (laanwj, wumpus)
  • Jonas Schnelli (jonasschnelli)
  • Marco Falke (marcofalke)
  • Samuel Dobson (MeshCollider)
  • Micahel Ford (fanquake)

There is a incomplete list in the wiki.

Sadly, the list of people who have push access to the GitHub repository is not public viewable.

Core developers are listed on Bitcoin.org in terms of number of commits.
